Description
The Federal Aviation Administration (FAA) has a requirement for acquisition of ARSR4 Collector Power Supply Test Station (CPSTS) with functions similar to the current obsolete test station alone with test adapter and test/repair software needed to test and repair both FAA’s ARSR4 Collector Power Supply (CPS) and Preamplifier Power Supply (PPS) units to specification as outline in the statement of work.
The NAICS CODE for this requirement will be 334290, Other Communications Equipment Manufacturing, with a Small Business Size Standard of 800. Full-and-open competition will be utilized for this requirement. Please read the attached Solicitation in its entirety and provide submittal as instructed in provision L.1 Instruction for Preparation and Submission of Proposal, page 53.
The Offeror must provide the following information needed to aid in the determination of responsibility. The Offeror must submit: (a) Screening Information Request: This section must contain a copy of the solicitation duly executed by an official authorized to bind the offeror.
- Section A, Solicitation, Offer and Award
- Section B, Supplies or Services and Price/Cost
- Section F, delivery schedule
- Section K, Representations and Certifications (b) Pricing Proposal: This section must contain Contractor pricing.
Note: The Government anticipates that pricing of this action will be based on adequate price competition; therefore, offerors are not required to submit with their offer, in support of their price, man-hours, material costs and any other recurring or non-recurring costs. If, however, competition does not materialize, the Contracting Officer may require upon request “other than certified cost and pricing” deemed necessary to adequately evaluate the reasonableness of the price.
Examples of “other than certified cost and pricing” include competitive published lists, published market prices, similar quote and/or copies of actual vendor quotations received. (c) Technical Proposal: Technical proposals must be submitted as separate and complete sections for each of the Technical Evaluation Factors outlined in provision L.6 below and Section M. The technical proposal should not include prices/costs or any pricing information.
Page limit of 30 pages applies to factors 1 and 2. (1) The technical proposal must be sufficiently detailed to enable technically oriented personnel to make a thorough evaluation and to arrive at a sound determination as to whether the proposed operations and maintenance services meet the requirements of the Government and that the offered approach is valid and practical. The technical proposal must be specific, detailed and complete to clearly and fully demonstrate that the offeror has a through understanding the requirements for, and the technical problems inherent in, providing services of the scope outlined in the Statement of Work (SOW).
Clear evidence of services previously demonstrated and Page 53 currently in place relating to the factors and sub-factors should be included in each evaluation area. (2) Statements that the offeror understands, can, or will comply with all statements in the SOW and statements paraphrasing the SOW requirements or parts thereof, are considered insufficient. Phrases such as "Standard procedures will be employed," or "well-known techniques will be used," etc. will be considered insufficient.
(3) Content is more important than quantity. Unnecessarily elaborate brochures or other presentations beyond that sufficient to present complete and effective proposals are neither necessary nor desired and may be construed as an indication of the offeror's lack of cost consciousness. To expedite review of the proposals, the responses for each evaluation factor must be provided in a separate section and the section must be tabbed for ease of reference.
(4) If any portion of the work is to be performed by a subcontractor, the proposal must provide rationale for subcontracting, how the specific subcontractor was determined (reference AMS 3.10.2-5, Competition in Subcontracting), and the percentage of work to be performed by the subcontractor. The proposal must include supporting documentation describing each subcontractor's technical qualifications and detailed pricing information to support all subcontractor costs.
Proposals are due by EMAIL ONLY to [email protected] NLT November 19th, 2026, 2:00 PM, Central Time. Please include the solicitation number 6973GH-27-R-00006 in the subject line of all email correspondence. All Offerors must be registered in the System for Award Management, www.SAM.gov.
Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) “By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.”
