2. Project Background. The Government conducted visual and non-destructive testing inspections on several Below-the-Hook lifting devices at the powerhouse at John Day Dam in Rufus, Oregon.

These inspections were performed from January 26 to January 28, 2026, in accordance with AWS D1.1 2025 and ASTM E709 standards. The goal was to assess the structural integrity of the powerhouse’s overhead lifting devices. The Government inspection yielded several cracks in five lifting devices and removed them from service.

3. Project Scope. The scope of this project involves the comprehensive inspection, repair, and re-certification of existing Below-the-Hook (BTH) lifting devices for the John Day Dam powerhouse bridge crane identified in the inspection report.

Cracks were found in the following lifting devices: 1 - 590 Ton Spreader Beam 2 - 310 Ton Spreader Beams 1 - Lifting Device for Main & Intermediate Shafts, 1 - Lifting Device for the Runner at the Contractor’s facility. The work required, but is not limited to: Transport: Transfer of devices to off site Contractor shop for repair and load testing.
