Questions and Answers

Question 1: Will the Library of Congress accept subcontracting arrangements where a subcontractor is performing the manufacturing of the batteries themselves? If so, how does that reflect the proposal submission?

Answer 1: This arrangement is acceptable. When submitting a proposal ensure all requirements in Section L are met and the information presented is in line with which businesses shall have the primary responsibilities for each aspect of the work. Please pay attention to any Buy American clauses and Trade Agreement clauses in the solicitation.

Question 2: Will the Library extension the solicitation deadline?

Answer 2: The Library shall extend the deadline for 1 week.

Question 3: Will the Library accept questions submitted beyond the question submission deadline?

Answer 3: In accordance with Section L.3. the Library reserves the right to answer any questions received after the question submission deadline – solely at the pure discretion of the Library itself.
