Commercial Solution Opportunity – Defense Commissary Agency (DECA) In accordance with the Commercial Opportunity Solution – Defense Commissary Agency (DeCA), dated 04.10.2026, paragraph 5.0, the following specific requirement in support of AoI 5.5 Modernize Business is attached.
The Defense Commissary Agency (DeCA) is seeking innovative, commercial approaches from European Union registered firms for industrial size and strength meat processing equipment at the Central Meat Processing Plant (CMPP) on Ramstein Air Base, Germany supporting operations within the European area. This purchase is for an industrial multi-purpose meat forming machine to replace an existing forming machine. The goal is to leverage industry best practices, modern technologies, and creative service models to improve reliability, accountability, and overall service quality for commercial meat processing equipment. Equipment must be Conformité Européenne (CE) certified. Our objective is to source an industrial multi-purpose meat forming machine to produce ground beef loafs and ground beef patties into various dimensions and weights: Ground beef loafs length 115 mm x width 140 mm and weights of 454 grams/1 US LB and 681 grams/1.5 US LB, and ground beef (hamburger) round patties in weights of 170 grams/6oz and 225 grams/8oz. This new piece of equipment will be placed in a production line with an existing industrial wrapping machine.
