# Question
Can a flooring-focused contractor qualify as a prime?

Are teaming or subcontracting appropriate routes to qualify as a prime?
What are the general-contractor, licensing, bonding, insurance, past performance, and small business requirements?

Yes, but the prime contractor remains responsible for meeting all solicitation and contract requirements.
As this is a 100% small business set aside under NAICS 236220, the offeror must qualify as a small business under that classification ($45.0M annual receipts). The SOW requires contractor and subcontractor personnel to maintain licenses and certifications necessary for their assigned work classification. Bid bond of 20% or $1M is required with proposal submission. Insurance requirements have been added to Section H of the solicitation via amendment. Past performance should be recent (within past 3 years) and relevant (similar scope and complexity).

What is the anticipated contract ceiling? Anticipated task order values? Flooring-related workload?

Contract ceiling is $27.5M. Task orders are anticipated to range from $2K to $500K,Median task order value for current contract is $180K. Projected workload breakdown is included as Attachment A in the Statement of Work.

Will relevant past performance from proposed teaming partners or 7 subcontractors be considered during proposal evaluation?

Yes, but the prime contractor's past performance will be given greater consideration.

Are there specific bonding, financial-capacity, or self-performance 8 requirements that prospective prime contractors should address?
