Section M - Evaluation Factors for Award

M-1 BASIS FOR CONTRACT AWARD

Basis for Contract Award

This is a best value source selection conducted in accordance with (IAW) Revolutionary Federal Acquisition Regulation Overhaul (RFO) subpart 15.2, Source Selection, and RFO 15.101-1, Tradeoff Process, as supplemented by the Revised Defense Federal Acquisition Regulation Supplement (R-DFARS) subpart 215.3, and the DoD Source Selection Procedures (20 Aug 2022). The RFO and the revised Defense Federal Acquisition Regulation Supplement (R-DFARS) apply in full to the evaluation of proposals for this acquisition. To reflect these mandatory updates, all regulatory citations, evaluation procedures, and compliance guidance pertaining to the Federal Acquisition Regulation (FAR) are referenced throughout this evaluation factors document as "RFO," and all updates pertaining to the Defense Federal Acquisition Regulation Supplement (DFARS) are referenced as "R-DFARS." The RFO and R-DFARS shall take precedence if the DoD Source Selection Procedures conflict with those regulations. These regulations are available electronically at www.acquisition.gov

The Government intends to make a single award by selecting the Offeror, who is determined to be responsible IAW RFO 9.1, Responsible Prospective Contractors, and its supplements, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is determined, based on the evaluation Factors and Subfactors, to represent the best value to the Government.

The Government will perform the evaluation of the written proposals received and focus on the degree to which the entire proposal presents a concise, comprehensive, and convincing demonstration of the Offeror’s ability to meet or exceed the solicitation requirements. The burden of proof to demonstrate capability rests solely with the Offeror.

The Source Selection Authority (SSA) will base the source selection decision on a detailed assessment of proposals against all source selection criteria. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation Factors/Subfactors, and the SSA reasonably determines that the technical approach/technical risk and past performance of the higher price offer outweighs the cost/price difference.

While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process.
