Focused Area of Interest: Professionalism - Warfighter Training Support Services Questions and Answers 14 April 2026
Q1: This call is for contractors looking to provide USAFA with concepts of how to define, write, and implement a 47-month Warfighter Training Support Solution - does that mean the quad chart should define the goals and objectives for the next 4 years? A1: Yes. The quad chart should outline a concept for the full 47-month training continuum, including goals, objectives, and outcomes across the lifecycle, aligned to cadet development and warfighter readiness.
Q2: I was under the impression that the "writers" had already started for this process, which was the most recent contract you all solicited a proposal for several weeks ago. Is this a different requirement or an extension of that awarded contract? What would the relationship between these contractors be? (i.e. who is in charge and how is that clearly defined between contractors?)
A2: This is a separate CSO effort, not an extension of a previously awarded contract. The selected contractor will operate under a new contract vehicle and be directly responsible to the Government, with clear authority defined in the SOO (contractor accountable to CO/COR, not other contractors).
Q3: With regards to "technical" solutions, is the call more catered to information / technology companies that have the capability to produce online / digital learning tools, or would a more immersive training company still be considered if we incorporated technical solutions? A3: Both are acceptable. The requirement supports integrated solutions, including technical/digital tools and immersive training approaches, as long as they contribute to achieving training outcomes.
Q4: When do you anticipate the contract being awarded and what is the anticipated period of performance?
A4: Anticipated award/start: ~1 June 2026; Period of Performance: ~47 months (through 31 May 2031)

Q5: Call 004 §1.4.1 states that solutions must "have 10+ years of military training and exercise planning experience." Please clarify whether this requirement applies to: (a) The offeror organization's corporate history of performing military training and exercise planning contracts;
(b) The proposed key personnel's cumulative individual experience in military training and exercise planning; or
(c) A combination of (a) and (b), and if so, how each will be weighted during Phase I
