1. INTRODUCTION AND BACKGROUND

The United States Air Force Academy (USAFA) is located in Colorado Springs, CO with the mission to forge leaders of character, motivated to a lifetime of service, and developed to lead our Air Force and Space Force as we fight and win our Nation’s wars. The Academy offers an elite college experience with developmental military, academic, and athletic programs that produce officers prepared to lead warfighters in technically complex combat environments. The Academy commissions cadets who are reflective of the best and brightest young Americans from across our great nation and who have demonstrated the character, aptitude, and intellectual rigor required to serve with distinction as officers in the United States Air Force and United States Space Force.
While performing this mission the United States Air Force Academy is responsible for developing cadets consistent with the following focus areas according to AF Mission Directive 12: Leadership, Academics, Fitness, and Professionalism. DAF Policy Directive 36-35 states “Cadets shall possess capability to sustain and operate advanced systems, as well as contribute to the conceptualization, design, testing, and acquisition of innovative technologies.” USAFA seeks to be a fast-follower where market forces are driving commercialization of militarily-relevant capabilities. USAFA is designated as a federal laboratory, with the unique position to establish various partnerships and agreements with academia and industry. The United States Air Force Academy continually seeks innovative, commercial approaches to meet various institutional objectives in the areas of leadership academics, fitness, and professionalism. This Commercial Solutions Opening (CSO) is a competitive solicitation seeking proposals for innovative, commercial technologies, and services meet various objectives of the United States Air Force Academy as detailed in Attachment 8.
This CSO may result in the award of prototype projects, which include not only commercially available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts for defense application.
