GENERAL INFORMATION
This is a non-personal services contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
1.1
Introduction: The Defense Health Agency (DHA) requires a standardized, unified, enterprise solution to eliminate unwarranted variation in patient appointing, referral management, and care coordination across all Military Treatment Facilities (MTFs) worldwide. Historically, services have been fragmented across multiple regional sites (such as Colorado Springs, CO; San Antonio, TX; Tidewater, VA; the National Capital Region; and the Indo-Pacific), each operating under distinct business rules. 1.1.1.

The care coordination requirement is standardized by the Defense Health Agency – Procedural Memorandum, DHA-PM 6000.100 Standard Process and Procedures for Optimizing Health Care with the DHA.
1.3
Objectives: The Contractor shall establish a single, consolidated and enterprise RC3 solution servicing all DHA MTFs and clinics (Exhibit A) with the following:

Appointing: Centralize all patient direct care appointments utilizing the electronic health record (EHR) ensuring strict
