Q&A Submission and Responses August 4, 2026
1. Attachment 2 identifies estimated annual quantities of 40 planning/standby days and 141 flight hours for the AS350 category, 18 planning/standby days and 30 flight hours for the BK 117 category, and 112 planning/standby days and 332 flight hours for the Bell 212 category. Please confirm whether these quantities represent the Government’s current good-faith estimate of anticipated annual utilization for the Base Year and each option year. Answer: Yes. However, these quantities are estimates only and do not guarantee actual work to be ordered.
2. Please explain how the estimated quantities in Attachment 2 are expected to be distributed among the “up to three missions annually” described in the PWS. Answer: The government anticipates up to three missions annually, lasting 30-60 days each. All specific aircraft, durations, and quantities will be distributed and defined strictly at the individual Task Order level.
•
Simultaneous Use: Multiple aircraft categories may be required to support a single mission simultaneously.
•
Standby Scope: Planning/standby days apply for the duration specified in each awarded Task Order. Mobilization and demobilization costs are not separately reimbursed and must be factored into your fixed rates.
•
Basis of Estimates: Quantities are estimates based on historical analysis and anticipated future requirements. Offerors must propose flexible solutions to meet these varying needs.
3. Please confirm that the estimated planning/standby days and flight hours apply separately during each full contract year, including each option year, rather than representing aggregate quantities across the entire five-year ordering period. Answer: Confirmed.
4. Although Attachment 2 provides estimated quantities for evaluation, it states that those quantities do not represent a Government commitment. Will the Government establish any minimum task-order value, mission duration, aircraft days, standby days, or flight hours beyond the $10,000 Base-Year IDIQ minimum guarantee?
Answer: No.
5. Will each task order establish a minimum paid mission duration once the aircraft and crew have mobilized?
Answer: No.

6. What is the anticipated maximum scheduling gap between missions or task orders? Answer: The Government cannot guarantee a maximum or minimum scheduling gap between Task Orders.
7. Please confirm whether, following commencement of the contract, each aircraft is
