RFI #1 – Utility versus contractor electrical responsibility

Issue: C.6.0 assigns design/installation of overhead power to RMP and identifies poles and the meter pedestal/transformer as furnished and installed by RMP. The payment descriptions include transformer/phase converter, poles, overhead service, and customer-side service work. Some payment text expressly starts at the end of RMP responsibility, but a complete supply/install/payment boundary is not identified.

Requested clarification: Please issue a responsibility matrix identifying who designs, furnishes, installs, connects, and pays for each component under Items 2.06-2.09. Identify the utility/customer demarcation, utility extension and connection fees, and the contractor work to price under each item. Confirm whether utility-performed work is paid directly by the Owner or carried in the contractor bid.

Response: (Consolidated for RFI #1, #26, #35, #42, #47, and # 61) 1) Design – RMP will design overhead power, poles, and transformers to the demarcation point. Contractors shall provide all electrical design from the demarcation to end points. 2) Construction – It is at the contractor’s discretion whether the contractor pays RMP to construct the work up to the demarcation, or the contractor constructs the work to RMP standards. Payment will be as described in the Schedule of Items and “Section 01 02 51 - Measurement and Payment Supplement,” with allowance for more or less payment should the actual quantity (per RMP design) vary from the design quantity. Construction staking for power lines is also the Contractor’s responsibility. 3) Demarcation – Is located at the commonly understood weatherhead for overhead power or line-side lugs of the meter socket for underground power. Contractor is to install the meter panel unless otherwise required by RMP. 4) Extension/Connection Fees – Fees required by RMP are to be borne by the contractor and included in payment for Item 1.16 “Design-Build Electrical Operating System.” 5) Transformer Schedule Revision: The transformer line item is now stand-alone without phase converter and is to include only those transformers to be installed as part of the utility extension. If phase conversion or a transformer is required on the customer-side of the demarcation, that will be included in payment for Item 1.16 “Design-Build Electrical Operating System” or pump line items as appropriate. 6) Electrical load sheet required by RMP: The Government has not obtained a cost proposal from RMP, nor completed a load sheet. The load sheet can only be determined after a complete design of the electrical system. The load sheet and any other coordination with RMP will be included in payment for Item 1.16 “Design-Build Electrical Operating System.”
