This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12. This announcement constitutes the solicitation. Offers are requested and a separate written solicitation will not be issued.
This combined synopsis/solicitation SPE60527R0202 is issued as a request for proposal (RFP). Submit written offers only, oral offers will not be accepted. Defense Priorities and Allocations System (DPAS) and assigned rating: DO Solicitation SPE60527R0202 is issued as a Request for Proposals (RFP) for the acquisition and delivery of Jet A-1 aviation turbine fuel to Mihail Kogălniceanu AB Romania and Bucharest (LROP) Otopeni.
Based on the estimated value, this acquisition is conducted under FAR Part 12 in conjunction with FAR Part 15 pursuant to FAR 12.201-2.
The Government anticipates award of one Requirements contract using fixed-price with economic price adjustment pricing. This is an all or none requirement. The awardee will be the lowest combined contract total price technically acceptable. All offerors must be actively registered and certified in the System for Award Management (SAM) prior to proposal submission and throughout performance. Period of Performance: 1 October 2026 to 30 September 2027, with an option of a six-month extension from 01 October 2027 to 28 Feb 2028. Delivery shall be FOB destination. Offerors may not include in their prices or proposed charges any foreign taxes. Offerors are expected to know the relevant business procedures in the countries where fuel will be delivered. For any tax exemptions that may apply due to the nature of the acquisition being to supply the United States Government, the winning offeror is expected to procure tax exemptions in a timely manner in order to meet the period of performance.
SOLICITATION CLOSING DATE: The deadline to submit offers is October 28, 2026, at 12:00 PM Eastern Standard Time. Offer must be completed in US Dollars per US Gallons, only, and signed proposals shall be submitted in English and signed by an authorized company official. All amendments to this combined synopsis/solicitation must be signed and returned with your proposal. No other language, currency or unit of measurement will be accepted.
