IEEE C2 – 2017: National Electrical Safety Code (NESC)
NFPA 70 – 2020: National Electrical Code (NEC)

3. Current Situation & Mission Need

Substation 9 is an aging, chain link fence-enclosed substation located east of Lovelace Road and south of Isleta Road at Kirtland AFB. It serves mission facilities located east and west of Lovelace Road, continuing along the South Base boundary west to the perimeter fence.

Deficiencies & Failure Risks:

1. Exceeded Service Life: Both the primary substation transformer and mediumvoltage switchgear lineup have far exceeded their expected 35-year design life. A catastrophic transformer fault would result in an outage lasting weeks to

months; procurement and delivery of a replacement unit currently requires 6 to 12 months.
2. Obsolete Protective Relaying: The existing station relies solely on high-side primary fuses for transformer protection, providing sluggish, non-sensitive clearing for internal winding and tank faults.
3. Deteriorated Distribution Assets: The two Medium Voltage (MV) 12.47 kV
