Scope of Services

1. PURPOSE

The purpose of this Scope of Services is to provide a detailed project scope and technical requirements for Repair Substation 9 and Feeders located on Kirtland Air Force Base (KAFB). Offerors shall use the information contained herein as information for their qualifications package.

2. DESCRIPTION OF NEED

The Repair Substation 9 and Feeders project is required because the existing Substation 9 and both of its 12.47 kV feeders have reached the end of their operational lifespan, requiring replacement to ensure grid reliability. To resolve this infrastructure end lifespan, there is a requirement for the design and construction of a new substation facility. Additionally, because the existing assets must be fully retired, this requirement includes the complete demolition and removal of the existing substation, poles, hardware, and conductors to clear the site and bring the infrastructure up to current regulatory standards.

2.1. Project Goals

The primary objective of The Repair Substation 9 and Feeders project is to design and construct a fully operational, modern power distribution asset, upgrading the existing infrastructure to meet standards, enhance operational efficiency, and ensure compliance with regulatory guidelines. This goal will be achieved by establishing the new substation facility within a defined 100ft x 150ft footprint directly south of the existing location, and installing all-new substation components, security fencing, distribution poles, switching gear, and conductors. The project also aims to complete the systematic teardown and removal of all retired infrastructure to restore the original site.
Project to comply with all applicable federal, state, and local laws; statutes; Executive Orders; Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies. Project to comply with the Whole Building Design Guide (WBDG), Unified Facility Criteria (UFC), and all related libraries. The primary criteria are the Air Force Criteria from the Documents Library. The Unified Facilities Guide Specifications (UFGS) is the mandatory starting point for all specifications, and shall not be deleted, materially modified, or made
