Scope of Services

1. PURPOSE

The purpose of this Scope of Services is to provide a detailed project scope and technical requirements for MHMV120009 Remove Substation 23 & Connect Loads to Substation 24A Feeder 5 located on Kirtland Air Force Base (KAFB).
Offerors shall use the information contained herein as information for their qualifications package.

2. DESCRIPTION OF NEED

KAFB requires design and construction services to remove Substation 23 & connect loads to Substation 24A Feeder 5 located on KAFB. The drawings and specifications produced shall describe the infrastructure to be constructed in accordance with the requirements referenced herein. This is a Progressive Design Build (PDB) Scope of Services. Many specialty disciplines are required to successfully complete this PDB project. The general Contractor and their subContractors, including necessary licensed design professionals, constitute the Design-Build (D/B) Team. It is the Contractor’s responsibility to provide the necessary staff and skills to successfully complete this turnkey project as further described in this Scope of Services.

2.1. Project Goals

The project entails the design and construction services required to remove Substation 23 & connect loads to Substation 24A Feeder 5 located on KAFB. The primary purpose and objective of this project is to upgrade the existing infrastructure of Substation 24A Feeder 5 to meet standards, enhance operational efficiency, and ensure compliance with regulatory guidelines.
Project to comply with all applicable federal, state, and local laws, statutes, Executive Orders, Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies. Project to comply with the National Institute of Building Sciences’ Whole Building Design Guide Construction Criteria Base, Unified Facility Criteria (UFC), and all related libraries. The primary criteria are the Air Force Criteria from the Documents Library. The Unified Facilities Guide Specifications (UFGS) is the mandatory starting point for all specifications, and shall not be deleted, materially modified, or made less stringent without
