Scope of Services

1. PURPOSE

The purpose of this Scope of Services is to provide a detailed project scope and technical redesign requirements for the Demolition of Substations 3 and 10 and construct a new Substation 10 at an adjacent location to include Distribution Systems. This project is located on the Southern boundary of Kirtland Air Force Base (KAFB).
Offerors shall use the information contained herein as information for their qualifications package.

2. DESCRIPTION OF NEED

To replace these obsolete facilities and establish long-term grid resilience, the project entails designing and constructing a modern, consolidated Substation 10 rated at 12/16/20 MVA (46 kV to 12.47 kV). The infrastructure scope encompasses installing a new 46 kV transmission tap engineered to 69 kV physical and electrical standards, enclosing the facility within an AntiTerrorism/Force Protection (AT/FP)-compliant masonry wall and climate-controlled switchgear building, and converting the entire downstream distribution network from 4.16 kV to an underground 12.47 kV concrete-encased duct bank system. The new configuration will replace obsolete switches and pad-mounted transformers, provide advanced metering, and establish vital tie capacities to support mission-critical facilities, the expanding Air Force Safety Center complex, and the future 5,000 kVA Zia Park development. Under this PDB, the Design-Build (D/B) Team shall refresh, field-validate, and update the Government’s existing 100% Design package to include specifications, calculations, analysis, and design analysis to incorporate all current codes, standards, and any previously omitted requirements prior to construction.

2.1. Project Goals

The primary goal of the Demo Substation 3, Rebuild Substation 10 and Distribution System project is to safely decommission and demolish Substations 3 and 10 and design, construct, and commission a modern, consolidated Substation 10 rated at 10,000 KVA (10/12/14 MVA).
