The Department’s Deputy Director of Engineering and Operations and Director of Project Development have reviewed the Standard Specifications included herein and approved them for use with the Department’s construction projects and inclusion in the Department’s construction contracts on the 1st day of January , 2026.

Introduction
These Standard Specifications are for use in Utah Department of Transportation and are for use in construction contracts at US Army Garrison Dugway Proving Ground. The Standard Specifications are written to the Contractor. They define the Contractor’s responsibility, what the Contractor is expected to provide, and the Department’s expectations. All actions are to be performed by the Contractor unless otherwise noted. A Special Provision may revise the Standard Specification for a specific contract.

Signature Sheet
The Signature Sheet on Page 2 of the 2026 Standard Specification book shows the approval for all Standard Specifications included herein for use with the Department’s construction projects and inclusion in the Department’s construction contracts. The signatures are made by the Department Deputy Director of Engineering and Operations and the Department Director of Project Development.

Specification Index
The Specification Index lists all 2026 Standard Specifications. The Index also lists the date of the last approved change to each specification. The date is a weblink to the Standards Committee Meeting Agenda where a redlined version of the Specification can be viewed with an explanation of the change on the agenda Submittal Sheet. This same link can also be found in the footer of each Specification.
